Citation: | New Year Honour. 143963 Lt/Col James Barnard Buckmaster, APM Berlin. May 1964 to May 1966.Citation: Lieutenant Colonel Buckmaster has just completed two years as APM BERLIN (British Sector). He has carried out his duties throughout this period in an impeccable manner and in the very highest traditions of his Corp. The highly sensitive military and political arrangements in Berlin involve, more often that not, the RMP Company. They are constantly on patrol around the Wire and Wall or within the City itself. Should an incident, or even the threat of one, occur the Military Police are immediately on the scene. The APM is invariably there soon after and on his shoulders falls the quick decision and responsibility for the first action. On every such occasion, which are frequent in Berlin, this officer's presence always had the right effect and his decisive manner and personality time and again had the vital effect and restored the situation. Apart from these, sometimes daily (or nightly), episodes he was closely involved in three major situations during the last two years. In April 1965, West Berlin went through a very difficult five days during the sitting of the West German Bundestag in the Berlin Reichstag. The resulting tension in the City and the closing of the autobahn placed a great strain on the RMP but Colonel Buckmaster handled the situation calmly and effectively. He was again, responsible for the considerable security and police arrangements during the visit of Her Majesty The Queen one month later and much of the credit for the smooth organisation must go to him. In April 1966 after a Soviet aircraft crashed in the British Sector of Berlin, he, personally, organised a guard on the area and dealt with the acute problems arising from the presence of senior Russian officers and on occasions Russian Troops. This situation continued for 4 weeks and he was almost continuously on duty These and many other less spectacular incidents were all dealt with in the most commendable way by Colonel Buckmaster and in the words of 08 who recently visited Berlin "The APM Berlin holds the most important and respected APM post in the British Army today". Colonel Buckmaster has shouldered these responsibilities during the last 2 years with resounding success. This success can be directly attributed to his strongly developed sense of duty, his standards of integrity and a very complete knowledge of his profession.Recommended by: Maj/Gen. GOC Berlin. Gen.
