Citation: | New Year Honours. Major Roger John Theis (453058), DAPM/OC SIB. RMP. Hong Kong. 1 March 1975 to 1 July 1976.Citation: During the period under review Major Theis has been employed as the DAPM/OC SIB RMP in this theatre. As such he has been initially responsible for the investigations into all serious crime and incidents involving the three services in the Colony. to assist him in his task he has under command a small detachment of ten SIB NCOs. Under his command and direction his detachment has produced excellent results working long hours and at times travelling many miles to various countries to conduct enquiries. Their is no doubt that the positive results obtained have been very largely die to Major Theis's drive, determination to see the job through and his own example. He has personally dealt with many of the more serious and complicated incidents and criminal cases. These have included murder enquiries, sudden deaths and lengthy complicated cases involving funds. The careful and painstaking attention to detail which he applies has brought a consistent accuracy to his work. This in turn has resulted in his enjoying the complete confidence of the Headquarters Staff and units with whom he has had to deal. The achievement of this very high standard of work has meant long hours of toil often covering all hours of the day and night and all days of the week. He and members of his detachment have been particularly active in successful in containing servicemen's involvement with dangerous drugs. This has called for many hours of observations and enquiries. The value of this work has been shown by the existing effective control of the situation and the full cooperation of units. In this respect Major Theis plays a key part in dangerous drugs education and presentations which are given frequently to members and wives of all three service. in the past fifteen months he has organised and delivered thirty five such presentations to the general benefit of servicemen and families. The nature of his work entails a great deal of liaison with the various branches of the civilian police force. In this field his performance has been excellent and he has gone out of his way to make the liaison a successful one. He is highly regarded by his civilian police counterparts and this has led to ideal mutual cooperation and assistance. His total dedication to duty, his untiring diligence and determination have been an inspiration and example not only to the members of his detachment but to all those with whom he has had dealings.Recommended by: Lt. Citation: | New Year Honours. Lieutenant Colonel Roger John Theis, MBE. (453058). SO1 Police Legal, HQ PM (Army) RMP. 05/01/1987 to date.Citation: In 1986 RMP recognised the need to continuously improve the operational and cost effectiveness of the Provost Support it provides to the Army world wide and to manage resources to match commitments more efficiently. The Corps had to change its management approach from a traditional reactive style to corporate planning, so that its activities could be measured, monitored and controlled against planned goals and objectives. However because this change was innovative it was unclear how it could be effected.Early in 1987 Lieutenant Colonel Theis joined HQ Provost Marshal (Army) and volunteered to help address the problem in addition to his heavy work load as SO1 Police Legal. Without losing the momentum of his primary employment he read and consulted widely throughout the Ministry of Defence with Home Office police forces and analagous agencies facing similar difficulties and with centres of management expertise.. Starting from his firm formulation of legal knowledge and wide police experience he gathered a comprehensive understanding of the principle and process of modern management, identifying accurately those which apply to RMP. He has appreciated the many complex issues involved, including the evolution of a Defence Management Strategy. His assessment of their inter-relationship and the practical implications of conceptual options enable him to play a key role in designing the Provost Services Strategic Planning Approach (PROSPA). PROSPA provided the basis for restructuring the RMP management organisation, the development of new control processes, the formulation of the RMP corporate plan and an information technology strategy to support RMP's drive to achieve greater operational and cost effectiveness.Lieutenant Colonel Theis has acted throughout in the highest traditions of the military police on his own initiative, outside the specification of his own appointment and with a vision beyond his own specialisation has been instrumental in bringing about management development which already enhanced RMP's efficiency and effectiveness, which promises significant savings in the future and which may provide a prototype Defence organisations taking similar appreciation in line with the Govermnment's financial and management initiative (FMI) and service initiatives.Recommended by PM (Army).
