Citation: | New Year Honours. Captain Roy Edward Bishop (504693), RMP.Aldershot. OC 6 Field Force Pro Unit, 160 Pro Coy. September 1978 - December 1979.Citation: During the last two years Captain Bishop has been Operations Officer of 160 Provost Company and Force Provost Officer (designate) of the United Kingdom Mobile Force (UKLF). In South East District he has carried out the normal functions of the second-in-command of a RMP company. In this capacity he has continually exercised responsibility for a variety of tasks from the protection of VIPs to the security of the Aldershot Army Display, duties which have been undertaken against the continued terrorist threat to the Home of the British Army. His outstanding conrtribution over the last eighteen months has however been to the UKMF in which he is the only regular RMP officer. The UKMF on overseas exercises comprised over 10,000 men and the full brunt of policing this force has fallen on his shoulders twice, once on Exercise BOLD GUARD in Jutland and in BAOR on Exercise STEEL TRAP. On both occasions he has been responsible for the operational and peacetime policing of the force with a small detachment of men specifically brought together for the task. It is largely due to his efforts, his preparation for the exercises and his outstanding ability to liaise with local national police forces that both exercises passed without one major disciplinary breach. On return from Exercise STEEL TRAP he was confronted with the equally formidable task of policing some 1,000 men of the UKMF deployed to NE Italy on Exercise DISPLAY DETERMINATION which due to the nature of the exercise and the real security threat posed by terrorism in Italy produced very considerable problems for Captain Bishop. He was the primary link with the Carabinieri, which had had little previous dealing with the British Army and in this his achievement was outstanding. With patience and immense tact he dealt with any number of misunderstandings caused by the language and differing temperaments. He was at hand to help control the situation when a local ammunition factory blew up at Tauriano. The detachments he deployed were instrumental in saving life and preventing a breakdown in public order. One again the UKMF was able to leave Italy with a very high reputation for discipline and this record was due to a great extent to Captain Bishop's unstinting efforts. His services to the UKMF have been exemplary and in the highest traditions of the Royal Military Police. He has created everywhere a rapport between military commanders and police officers many ranks his senior and of various nations, which has paid particular dividends in Europe and has made this small detachment a vital and much respected part of UKMF which has contributed to the standing of the UKMF with the NATO Allies of Denmark, Germany and Italy.Recommended by.
