Citation: | New Year Honours. Major (now Acting Lieutenant Colonel) Albert Raymond Bell (472486), RMP. QMG. MOD.Citation: During the last 27 months Major Bell has held the senior SO2's appointment in Q (Organisation), one of the key staff branches serving the Quarter-Master-General. The whole period has been most demanding being on of exceeding difficulty, pressure and shortage of resources. his work has necessitated a thorough understanding of the needs of the Army, balanced against an unremitting determination to make economies. His response to this challenge has been magnificent. His tasks have involved long hours, painstaking hard work. persistence and flexibility. Overall his performance has been exceptional and is readily recognised as such by his colleagues in the other mainstream Ministry of Defence Branches. An especially important aspect of his work during recent moths has been to construct the logistic support needed by the new 2nd Infantry Division when it arrives in the North of England, since the support for the present formation will be almost completely dispersed to other tasks, Some 670 Regular and territorial soldiers, in 12 units, with their vehicles an other equipment are involved and this material had to be provided on a no cost basis in the year of formation. It is due to Major Bell's dedication and drive that his plan, which has now been approved, fully satisfies both this stringent requirement and the needs of the Division, which nonetheless keeping the long term costs to the minimum. He personally reduced the latter and devised ways of making savings amounting to 13M. His plan is a truly outstanding achievement which should now be recognised by the award of the MBE.Recommended by: Col. R W Ockenden CBE - Col. Q (Organisation) MOD London. |
